Abstract
This handbook documents a public-evidence method for country–industry analysis and separately bounded company assessment. Twelve external-audit modules and nine company-assessment modules connect market definition, evidence selection, measurement, comparability, synthesis and maintained publication records. Statement type, source fitness, confidence, uncertainty and comparability remain distinct judgements. The package includes reusable templates, data definitions, a historical broadband-cost worked application, a fictional company-selection exercise and original supporting code. Its examples demonstrate specified procedures; they do not establish the full framework's empirical reliability, predictive performance or superiority. Handbook version 1.0.0 consolidates underlying Market Audit methodology 1.1.0 as a retrospective documentation release.

The 29-page handbook PDF explains the method and its worked applications. The complete release ZIP contains the same PDF, editable handbook text, thirteen blank CSV registers and thirteen filled fictional demonstrations, data definitions, references, rights notices and Python verification tools. Historical evidence and teaching examples
The Sri Lankan broadband application uses historical evidence with its original source and observation dates. It demonstrates how to calculate and compare disclosed entry costs under stated assumptions. It should not be read as a current tariff comparison.
The filled teaching registers and company-selection exercise are fictional and labelled accordingly. They demonstrate how to record evidence decisions and apply selection rules; they do not describe real companies. The handbook keeps these exercises separate from the historical broadband evidence.

All original release material, including the handbook text, original register structures, fictional teaching material and original Python code, is licensed under Creative Commons Attribution 4.0 International. Attribute the author and release, link the licence and identify adaptations.
